1 The goverment is posibly viewing Rifka as a Scoial responsibility because they are making sure that Rifka is responcible by paying her taxes and going to work on time and respecting the law
2 Rifka has ill feelings towards Ilya because he is a pesent and a pesent was the a person that killed Uncle Zeb and Rifka was grown up to hate pesents.

1. The American government is possibly viewing Rifka as a social responsibility because if she doesn't get married she won't be able to afford food to eat and then the government would have to pay for all of her food until she finds a husband which could take years.
2. Rifka has ill feelings towards Ilya when she first meets him in the dining hall because on page 100Rifka says, "... Here, sitting before me, Tovah, was the reason for my being alone for so long, separated from my family. The reason I had typhus...." which means she doesn't think of him as a Russian little boy who couldn't have done any of the damage, she thinks of him as a Russian peasant who was full of hattred just like the Russians who acually did that damage.

1. The American government views Rifka as a social responsibility because she is bald and the American government thinks that that will lessen the chances of her getting married as a result the American government does not want that to happen because then they would have to take care of her.

Therefor I think she is blaming him for the Jews bad treatment and the pograms.

1. The American goverment is possibly reviewing Rifka as a socal responsibility becasuse if she has no hair no one will want to mary her. On page 95 it says, " They think without hair you will never find a husband to take care of you and so they will have to take care of you instead." In our class disscusion we talked about how hard it was to get a job if you were a woman back then. So if Rifka didn't find a husband it would be hard for her to make money, therefore the goverment would have to pay her and take care of her.
2. Rifka feels ill of Ilya when he first meets him because he is a Rusain peasant. That made her feel ill about him becasue he was the only reason Rifka's family came to America. In our class today we talked about how the Rusain preasants started the progroms and killed Uncle Zeb. So she did not really like him. Later on she realizes that its was not his falt because he would not be leading a progrom. So she maid him eat.

If Rifka doesn't find a husband to take care of her, the goverment will view her as their responsibility and take care of her instead. Therefore, Rifka is viewed as a social responsibility. Also it was believed back then women needed men to help take care of them. But, a man could do fine on his own just as a women could.
2. At first, Rifka had ill feelings towards Ilya because he was a Russian pheasant. Peasents were the reason for the hatred and the murderous pogroms against the innocent Jews. Really, Ilya had nothing to do with these gruesome events, but Rifka hated what he stood for. Therefore, Rifka despiesed Ilya at first when they met in the dining hall.

1. The American government possibly viewing Rifka as a social responsibility because on page 95 the HIAS lady tells Rifka that they will not let her go to America because of her hair not growing. The lady says "Your lack of hair makes you an undesirable immigrant." "They think without hair you will never find a husband to take care of you so they will have to take care of you instead". This means that they will not send her until her ringworm is completley gone, then she may go. Also on page 96 Rifka is devistated on the news she had recived.
2. Rifka has ill feelings towards llya when she first meets him at the dinning hall because she realizes that he is a Russian peasant . On page 101 Rifka says " He could stay here. He could stay here in America. He could live in either place, Russia or America, and no harm would come to him." This means that since he is a Russian peasant he will have no harm to him. I think Rifka had ill feelings because since she was a Jew the Russian had forced the Jews to leave, so I think Rifka has ill feelings because although he is little he does belong in the group of Russian's.

1.The American government didn't want to allow Rifka into the country because she may become a social responsibility. This means that the governmaent would have to provide Rifka with money and food stamps all her life. Since Rifka is bald she may never get married and will not have a husband to support her and since America helps the poor when other countries leave it to the people to deal with it themselves. Rifka may cost the government money so after a year of challenges she may be sent back to Berdichev.
2.Before Rifka really gets to know Ilya she had ill feelings toward him because he is Russian pheasant and back in Berdicheiv Russian pheasants lead the programs and discriminated against Jews. In addition, Ilya's eyes reminded her of the Russian soldier's green ice eyes, but over time Rifka decides that he is the same as any other innocent , helpless child and becomes a mother to him.

1. The American Government is viewing Rifka as a social responsibility because she is bald, making her, as the HIAS lady puts it, "an undesirable immigrant." This means that just because Rifka is bald that makes her unattractive, and if she is unattractive she will not get a husband. That means there will be no one to take care of her, expect the government. The government does not want' to supply Rifka with money for the rest of her life!
2. Rifka has ill feelings towards Ilya because he is Russian peasant and metaphorically the reason Rifka and her family fled Russia. What I mean by that is Russian peasants were the ones holding pogroms, stealing from there house, and here was a Russian peasant sitting before her. He was probably not involved in these events, and they were not his fault but Rifka feels that he is "one of them. Therefore her feelings toward him are anger. I quote "ere sitting before me, Tovah, was the reason we fled our homeland. He was the reason for my being along for so long, separated for my family. The reason I had typhus. The reason I had lost my hair..." Her feelings just come out of her and she blames everything on the little boy.

Therefore if she does not marry, she will become a social responsibility. The government wants to avoid having her become a social responsibility because it will end up costing them money.

Also, on pg.100 it says, “He looked like a small version of the soldier at the train station, the one with the eyes of green ice.” Those soldiers scared her. Lastly, it says on pg.101,"He could stay here. He could stay here in America. There is nothing wrong with him. He could live in either place, Russia, America, and no harm would come to him. But no, he is starving himself so they will send him back." She is angry because if she went back to Berdichev, she would be in danger so she had to go to America and had so many problems. He could have a good life in either place and he can actually get to America but he is starving himself so he can go back to where she can't.

Question 1)Because Rifka is bald they think that she wont't catch a husband and that she will have to go back to Berdichev and that she might lose her life if she does go back.
Question 2)She has an ill feeling toward him because when she tries to see why he isn't eating she first tries to speak to him by speaking to him in Engilsh and then in Yiddish and when she finally said eat in Russian he looked up and then she realized that he was a Russian peasant and that he was the reason that she had to come to America, and that he was the one who was killing some of the Jews.
